Thank you, Congressman Cassidy. Mr. Speaker, I represent 15 counties in the State of Pennsylvania; and I hold in my hand here a petition signed by over 1,000 people just from my county, Wyoming County, who are faced with this disaster. And most of these people have a combined income--before taxes--of less than $40,000 a year. Mr. Speaker, at this time, it is my pleasure to introduce the gentleman from Pennsylvania, Congressman Fitzpatrick.
