The REINS Act doesn't prevent the bureaucracy, the agencies, from making recommendations and suggestions to Congress. It simply says Congress will have the last word and not a handful of bureaucrats, and many of them don't even have experience in these areas. I urge my colleagues to not support this amendment but to support the REINS Act. I yield back the balance of my time. The Acting CHAIR.
