Mr. Chairman, I would like to engage in a colloquy with the gentleman from Alabama about some concerns about the Chemical Facilities Antiterrorism Standards, known as CFATS. The Committee on Energy and Commerce has voted by more than two- thirds to favorably report to the House a bill to extend authorization for CFATS through fiscal year 2017. Our bill also contains authorizations for appropriations for the full 7 years, and that provision conforms to the majority leader's CutGo protocols. I recognize the need to fund the CFATS program for the next fiscal year, but I'm hoping that the gentleman will provide me with an indication of his support for the authorizing committee to get its job done on this matter.
