I thank the gentleman for his comments and his dedication to this issue. Mr. Speaker, I yield to the gentleman from Oregon (Mr. Blumenauer), who has been absolutely steadfast in his compassion and caring for this. Also, it shows a bipartisan nature of our legislation. He has been instrumental in helping me understand other aspects of this. We made a number of modifications to this bill and will continue to work on these issues together, so I thank my friend.
