None of the funds made available by this Act may be used to implement or enforce the final rule entitled ``Comprehensive Plan and Special Regulations With Respect to High Volume Hydraulic Fracturing; Rules of Practice and Procedure Regarding Project Review Classifications and Fees'' published by the Delaware River Basin Commission on April 21, 2021 (86 Fed.
