I have an amendment at the desk that has been approved by the Rules Committee. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Add at the end of division A the following: SEC. 10017. ENERGY SOVEREIGNTY. (a) In General.--Section 115 of the Clean Air Act (42 U.S.C. 7415) is repealed. (b) Conforming Amendment.--Section 110(a)(2)(D)(ii) of the Clean Air Act (42 U.S.C. 7410(a)(2)(D)(ii)) is amended by striking ``sections 126 and 115 (relating to interstate and international pollution abatement)'' and inserting ``section 126 (relating to interstate pollution abatement)''. The Acting CHAIR. Pursuant to House Resolution 260, the gentleman from Pennsylvania (Mr. Perry) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Pennsylvania.
