The text of the amendment is as follows: At the appropriate place in subtitle F of title XXVIII, insert the following: SEC. 28__. PROHIBITION ON USE OF FUNDS FOR USE OF SUSTAINABLE BUILDING MATERIALS IN MILITARY CONSTRUCTION. None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2024 may be obligated or expended for the promotion of, or preference for, sustainable building materials (including low-embodied or no-carbon concrete or asphalt) or ``net-zero emissions'' in military construction. The Acting CHAIR. Pursuant to House Resolution 583, the gentleman from Pennsylvania (Mr. Perry) and a Member opposed each will control 5 minutes.
