Again, we want to know who changed the talking points. I don't want to indict her if she was given the talking points. But at the level she was operating, she either should have known or corroborated the talking points. And so, to a certain extent, I think she's culpable, and it's reasonable to expect that she did know the talking points were changed and she was misleading the public.
