None of the funds made available by this Act may be used to finalize, implement, or enforce the notice of proposed rulemaking of the National Highway Traffic Safety Administration titled ``Heavy Vehicle Automatic Emergency Braking'' and issued on July 6, 2023 (88 Fed.
