Yes. The Senator is absolutely right. This is different than I understood the provision to be. The difference is--and the Senator is correct--that aliens, refugees, et cetera, are eligible for 5 years until they become eligible for citizenship, and then we expect them to become citizens or they will not be eligible in the future.
