Senator Specter is an original cosponsor of this amendment. Obviously there is no greater supporter of Amtrak out there than Senator Specter. We hope this amendment will be passed and the Byrd amendment will be defeated. But understand that the commitment of Senator Specter and my commitment is that we will work through the appropriations process to make sure Amtrak is adequately funded in the appropriations process. I think I have said all I need to say on the Amtrak issue. I ask unanimous consent to add Senator Vitter and Senator Talent as cosponsors to my amendment No. 3050, which is increasing funding for the CDBG Program. The PRESIDING OFFICER.
