I want to say this bill was a long time coming. We have been hassling through a variety of different amendments. I want to thank Senator Leahy, Senator Kennedy, and others for their cooperation in finally getting this bill to pass. This is a bill that really is a tribute to a friend of mine and many here in this body, Bill Emerson, who recently passed away after a long bout with cancer. Bill did tremendous work in the area of nutrition on the Agriculture Committee in the House. This is a fitting tribute, a bill that will bear his name, that will provide much more food for food banks to be able to feed needy families all over this country. I am very proud to have been involved with this effort. Thank you, Mr. President.

It's pretty inexplicable to me. You know, the fact that he went ahead and signed these two bills is -- there really isn't a good reason to have held off.

I think a lot of people sort of baked it into the cake that the President is -- you know has some dealings that are, let's just say, not ordinary and that those are things that they've sort of already figured out.
