States can give vouchers using their own dollars for an unlimited period of time. Obviously, if they do not, if they use their money-- there is a discrete amount of money here. What we are saying is you have to focus that money on the 5 years. If you want to extend beyond the 5 years, then use your own dollars. Conversely, what you would say is, look, you can use our dollars after 5 years, which means you would necessarily have to take it out of the first 5 years.
