does the plain, unmistakable, clear language say the budget ``shall'' not? I mean, is not that very clear from the language, that it ``shall'' not be?

If you listen, just listen to what Josh Hawley is saying. He basically is saying the same thing, in my opinion that Barbara Boxer said, which is I can't certify this election, knowing of the irregularities that I believe happened in Ohio.

I think he's concerned that this information is being fed out there and that it leads to exactly what your previous guests had talked about, you know, dissension and conflict between Democrats and Republicans.
