On the recordMarch 30, 2004
I want to make the point in the last 10 years, the child poverty rate has declined almost 30 percent. During that time there was one increase in the minimum wage, but there was a dramatic change in welfare. I ask the Senator, does he have any information that shows that the minimum wage actually does result in a decrease in child poverty? I think I have very conclusive evidence that changes in welfare policy have a dramatic impact on the reductions in child poverty.
