Let me understand this. Maybe we are a little more different than I thought we were. What you are saying is you take the entire caseload of people that are on welfare, and you say a certain number of them are ineligible because of an incapacity. I think that is the term the current welfare law uses, ``incapacitation.'' We figure that that number is roughly a third. So you take them out of the mix before you apply the 50 percent standard?
