My understanding, if I can respond to the first point, is that the Senator from Connecticut has repeatedly said the formula was calculated based on fully funding every welfare parent who is required to work with children under 12. That includes single parents and married parents. So there will be parents who will not have to work because only one of them will be required to work that will, in fact, get day care. I think that is a little much.
