I take a step back here and go through what we are doing. What is going on? What is going on in the Senate that has brought about this debate which has been so important? Can we agree on what is going on? I think we can. Let me use the words, and I would agree with these words written by Jon Corzine, the Senator from New Jersey, who happens to be the chairman of the Democratic Senatorial Committee. Senate Democrats have launched an unprecedented effort. By mounting filibusters against the Bush Administration's most radical nominees. . . . Unprecedented. And what does ``unprecedented'' mean, according to the dictionary? Having no precedent. What is precedent? An earlier occurrence. So, having no earlier occurrence. What does that mean? It has never happened before. That is not me. It is not Republicans saying this. You have protestations on the other side. This happens all the time. Come on, no big deal. Unprecedented. Their words, not mine. To whom? To their people? Guys, this is what we are really doing. We are not going to say this on the floor of the Senate, but this is what we are really doing. It is unprecedented.
