Well, they can be accused of a crime for cooking books and doing things, but they can't be accused of a crime, of violating a campaign finance law, when the only precedent out there at the time was that you're not -- it's not a violation of the campaign finance law, and one of the conditions of breaking the law is the knowledge you're breaking the law. So, you can't really have a crime.
