Let me respond directly to the Senator from California. Let me quote from the 39,000 OB/GYNs letter that was sent up here. It says that the policy committee of this select panel--``could identify no circumstances under which this procedure would be the only option to save the life or preserve the health of the mother.'' They went on to say that, ``However, it may [I underline may] be the best or most appropriate procedure in a particular circumstance to save the life or preserve the health of the mother.'' However, after more than a year, ACOG has given no specific example of any circumstance under which a partial-birth abortion would be the most appropriate procedure in any circumstance. The silence from that organization is deafening. And the reason they cannot give a circumstance is because there is no circumstance. There is no circumstance where this is the best procedure. There is no circumstance where this is needed to be performed for the health of the mother. This is the last, which I thought was the last, of a series of misinformation that has been spewed out here on the Senate floor and across the country on the issue of partial-birth abortion.
