A State to which a grant is made under section 403 shall make every effort to achieve the national work participation rate goals. This is not a mandate--shall make every effort to achieve the goal. It does not mandate that they have to participate. They do not get sanctioned if in fact they do not meet these participation rate goals. It is the 1988 act all over again which says we want you to do it, but if you do not do this you do not get any sanction. This is the nonwork amendment. And I urge its defeat.
