I keep hearing this familiar refrain, ``I am for a balanced budget-- but.'' ``I really believe in a balanced budget-- however.'' ``We need to get to a balanced budget but this constitutional amendment just is not the way to do it.'' ... But do not stand and say that you are for a balanced budget in the abstract, but it would be too painful and too hurtful to your State or to the individuals that you know who will suffer under this, to get there.
