I think those are the reasons why it is perfectly reasonable to not automatically designate, for yet another regulatory overlay, those banks that do not create this systemic risk.

I think Congress really has to take the time to properly evaluate the outbound CFIUS concept rather than rushing to enact legislation that is not properly vetted.
