So what Dr. Snyder in his professional medical judgment is telling us is that there are tens of thousands of Medicare beneficiaries who are simply routinely having their addiction satisfied by ongoing prescriptions of opioids, and we are not even monitoring--still, nevertheless, they do not qualify even to have their situation monitored.
