“I think the fundamental reality here is we have an opportunity as well as a responsibility to win the peace just as we won the war, and the President's proposal is about winning the peace. The $20.3 billion that will go towards rebuilding Iraq is about one winning the peace in Iraq. It is about helping the Iraqi people build a viable society that will not be a threat to its neighbors and to us anymore.
