I hope that there is a universal acknowledgment that there has never been--and certainly in the tax reform we did--any pernicious racial intent in the sense of trying to benefit a given group at the expense of another.

I have no doubt that a few years after these projects are completed, transit agencies will come back to Congress pleading for still more subsidies to operate systems that have become far too large for the demand.
