I think we clearly need a tool like this for some fiscal discipline. I am happy to note that such a large, overwhelming majority of this body have supported this at one time or another. I am sure Members will want to be consistent in their voting, so I am very hopeful that this will pass. Mr. Chairman, I want to emphasize that all this amendment does is it gives a Member of this body the option to use the savings from an amendment; when he or she reduces a particular account, it creates the option to make sure that that savings actually becomes a savings and does not get spent somewhere else. Now, if we want to do a transfer amendment, if we want to take from one account and put into another account, we can do that; and this amendment would not change that at all. The flexibility to shift money around from account to account would remain.
