This bill in no way is perfect, and Mr. Hoyer is exactly correct about that. But the question is: What is it that we are trying to fix, and whose problem is it? The answer is: It is our problem because it is happening in real time on our watch. We have to do something. Doing nothing is not the answer to how we fix this bad situation.
