In today's sluggish economy, with depressed wages, and millions of Americans who simply cannot find work, the federal government should be encouraging businesses to grow and expand and hire more people.

It is embarrassing that in the most capable country in the world, in the most powerful elected bodies in the world that we effectively have done almost nothing to improve the health care of Americans since this law has been passed.
I applaud the co-sponsors for working through the committee to address serious stakeholder concerns by taking a new approach in the draft we are discussing today.
Because of the Affordable Care Act, now over 20 million people in this country who were in that situation literally overnight are no longer in that situation.
So, moving forward, the committee welcomes feedback on how we can improve care for children with medical complexity without disrupting the successful approaches already in place.
