“I urge all of my colleagues to support this bipartisan legislation, and I yield back the balance of my time. The SPEAKER pro tempore (Mr. McClintock). The question is on the motion offered by the gentleman from Pennsylvania (Mr. Pitts) that the House suspend the rules and pass the bill, H.R. 4709, as amended.
