Sure, I would. I mean, I understand what you are saying. To use your thief analogy would be sort of like saying--and first I want to say, I think everyone is very appreciative about GAIN because we absolutely need to do something about this, and I think the question that I tried to bring up in my testimony is, can we focus the bill so we make sure that we do what we think we want to do without causing more harm.
