Madam Chair, once again the gentlewoman made my point. She has no guarantee that in the year 2015 the Secretary will fund programs like cessation of smoking or obesity. She has not a clue. What if the Secretary decided to use the whole $2 billion for abstinence education in 2015? She has no clue what it will be used for. I urge the Members to oppose this amendment. I yield back the balance of my time. The Acting CHAIR. The question is on the amendment offered by the gentlewoman from Florida (Ms. Castor). The question was taken; and the Acting Chair announced that the noes appeared to have it.
