I think it is our job to make sure it is simplified along with the Federal agencies involved, would be Health and Human Services. The fact is that the gentleman from Arizona was talking about, and the gentleman from Michigan, is at least three options. If you want to still continue to getting the fee for services, that will be there. If you want to get managed care, which might include other options, might include other items such as getting pharmaceuticals, dentures, or hearing aids, or any other items that might be included in a managed-care proposal, that would work. And also the medical savings account, and there you would get $4,800 a year, but you could use it for whatever purposes you want. The money you would not spend you could keep or roll it over until your next year's medical savings account. Then that next year will be more money because under the proposal we have before the Congress every subscriber now will get $4,800. By the year 2002 it will be $6,700. So it is going to go up 47 percent, and I do not think that much has gotten out well.
