Mr. Chairman, I include the following statement for the Record in support of the Regula-Skaggs-Fox amendment, and I thank the chairman for his leadership in this bill and in the House: Mr. Speaker, I wish to thank the gentleman from Ohio, the Chairman of the Committee, for working with Mr. Skaggs and myself to develop this alternative that addresses the concerns we had raised in our previous amendment. I believe that the amendment as offered will go a long way to help in addressing our concerns about energy conservation and, in particular Weatherization assistance. I appreciate the willingness of the Chairman to work with us on this alternative and commend him again for his hard work on this very difficult appropriations bill. I also wish to thank Mr. Skaggs for his help in working with me on this issue of mutual importance and commend him for his commitment to this cause.
