I oppose the gentleman's amendment. This amendment has far-reaching implications, and it would shut down 9 of 15 long-distance routes. I do not believe that an appropriations bill is the place to do this. This would need to be carefully debated and discussed by the committee of jurisdiction. For these reasons, I urge a ``no'' vote on the amendment.
