Is there any specific other provision in the act or any other prior decision by the Department or any other rule or regulation that would prohibit you from delaying the individual mandate compared to just using Section 7805 authority to suspend the employer mandate?

The issue is, as my two colleagues here from the port said, number one, any solution we bring forward the money has to stay in the region where the money was generated.

So are the audits--for the business audit, are they kicked off based upon random selection, or based upon red flags that come up from the prior filings, or the periodic filings?
The American public deserves to know, as do researchers in government and out of government, where did this money go?
