My concern as a citizen and as a Member of Congress is what I think is the number one responsibility, the primary responsibility of the United States Government, and that is to provide for national security, safety and security for our citizens. This is an issue that touches my heart deeply in terms of the risks that are involved here. We are at war, and we are at war with an enemy that is not uniformed, an enemy that is evil, and the measures that it uses as they seek to kill Americans. And so this whole issue surrounding Guantanamo Bay, which I think has worked well in terms of, in a very humane way, a respectful way, housing terrorists, those captured in the act of war, and has treated them very respectfully, I have tremendous concern.
