Far too often, DHS has mismanaged major acquisition programs and the result has been systems that are late, do less, and cost more to the taxpayer. Representative Fitzpatrick's bill, along with Representatives Rutherford and Higgins' bills, is critical in ensuring that DHS better manages these vital acquisition programs.
