I thank the gentleman. Mr. Speaker, this is not a gimmick. For the past, almost going on now 4 years, our colleagues in the Senate have failed in their most basic responsibility of governance, which is to pass a budget. The people I represent back in Bucks County and Montgomery County, Pennsylvania, the families and the businesses, they wouldn't survive without being able to operate on a budget. The school districts, the municipalities, the boroughs, the townships, the county government, even the Commonwealth of Pennsylvania, are all required to pass a budget that balances on time. I'm proud to have, over the course of the past year, been advocating consistently for no budget, no pay in this House. The hardworking men and women that I represent wouldn't be paid if they didn't show up and they didn't do their job, or they didn't get their job done on time. And this place should operate no differently. So I call on all our Members of the House, all my colleagues, to support no budget, no pay in these very difficult and troubled times.
