The Senator, as a Governor, really has helped educate me over the years on this whole question of the States being ``laboratories of democracy'' and trying fresh approaches. Delaware has done that and Oregon has done that. I ask the Senator: As a former Governor, what would it mean to you if you are staring at a 20- or 25-percent reduction in Medicaid? Because as you know, that is what is contemplated with the Senate Republicans.
