Notwithstanding rule XXII, I ask unanimous consent that the Senate proceed to the immediate consideration of the following bills en bloc: Calendar No. 586, S. 2160 and H.R. 7938, which was received from the House and is at the desk. There being no objection, the Senate proceeded to consider the bills en bloc.
