We continue to look at the language. I think it goes back to the reason the counties and the Governors were so troubled by it. Where in my friend's amendment does it say it applies only to increases in funding? Because, as we read it, it would apply to all of the funding in section (2) of the amendment, subsection (d) payments received by a State under subsection (a) and distributed to eligible counties shall be only for public schools----
