And with respect to transparency, what he and I have focused on all these years, people asked: Are you trying to abolish a hold? I think he and I have said we believe Senators ought to have a right to weigh in on something important. But at a time when the public wants transparency and openness and accountability, a Senator who wants to use what the Senator has said is an extraordinary power, the real public interest is satisfied by that Senator having to disclose promptly that they are imposing a hold; is that correct?
