To respond to the chairman, I am very much aware. It is clear that some of those in the Clinton administration--and I have talked about this at some length. Frankly, those omissions by midlevel people in key level positions in the Clinton administration have contributed mightily to this problem. If they had been doing their job and been watching this threshold question, we would not be in this problem.
