Mr. President, I rise in opposition. This amendment claims to protect Medicare and Medicaid, but it does neither. In particular, the Medicaid language seeks to talk about a group called the most vulnerable. Obviously, we care about them, but the language of the Sullivan amendment would leave millions behind, and we don't want to go there. The language in this amendment is code for kicking Americans with Medicaid coverage off their health insurance if they are not sick enough, not poor enough, or not disabled enough. This amendment does nothing to stop Republicans from cutting these essential healthcare programs, kicking millions of Americans off their coverage, all to pay for the tax cuts of billionaires. I urge opposition.
