I will be very brief. I oppose cloture on the cyber measure. I think what the leader is saying is that the cyber measure is so serious we shouldn't deal with it by stapling it to something else. It is so important we ought to have an opportunity over that 2-day period to deal with it separately; is that the leader's view?
