I have been waiting some time to talk about General Hayden. I note the presence of the distinguished chairman of our committee, a committee on which I am proud to serve. Given the fact we are starting a discussion of General Hayden to head the Central Intelligence Agency, I ask unanimous consent that Chairman Roberts be allowed to speak at this time and that I be able to follow the chairman after he has completed his remarks.
