I thank the Senator because I think that is an important point because the bipartisan resolution clearly establishes the responsibility of all Senators to go public with their holds and the understanding that the leaders will not honor secret holds. In addition, a concern that has been expressed is the lack of an enforcement mechanism in case there is a breakdown in this process, that it does not work as intended. Will the Senator from Iowa address that point? I believe our resolution addresses that concern as well.
