How many years has the Senator from New Hampshire been involved in this legislation? Because I can recall the various iterations that she and Senator Portman offered, and then she worked with various groups, business organizations and public interest groups, and I think it would be helpful to hear how long she has been working on this legislation and how long she has been waiting to actually get this bill in front of the Senate.
