I do believe that a vote for cloture strengthens this country's greatest freedom--the right to vote--and a vote against cloture leaves that freedom unprotected. A vote for cloture is a vote for the millions of seniors in American nursing homes who need to vote by mail and don't want new barriers to have their votes counted and assured. Their generation saved this democracy and they deserve to participate in it. A vote for cloture is a vote for working families who use the vote-by-mail system in my State and others as a way to have their voices heard as they live the hectic lives that often present challenges to their getting to the polls. This morning, I urge my colleagues to affirm America's most precious right--the right of every citizen to vote and to have that vote count. I want to wrap up--particularly since my good friend from Pennsylvania is in the Chamber--by reemphasizing my desire to work with my colleagues on the other side of the aisle, Senator Bond and Senator McConnell. I have strong views about this issue. We want to work with our colleagues and talk about whether those on the other side of the aisle want a bill. I have stuck up for my colleagues. I think they want a bill and I want to make it clear that I think Senators Bond and McConnell are working very hard with us to try to find the common ground. I hope we can get there, and I believe cloture will help advance that.
